Why is IIS 7.0 in Windows Vista?

Customers have two options to check out IIS 7.0 – it’s in both Windows Vista (now at RC1) and Windows Server “Longhorn” (August 2006 CTP release now available to MSDN and TechNet). But some folks are wondering why it’s in Windows Vista when they won’t be able to actually deploy anything until Windows Server “Longhorn” comes out.
