[Post Incident Review Report] Unable to sign in to LCS 

Post Incident Review Report Summary On Tuesday, July 5, 2016 at 9:02 AM UTC, internal monitoring detected an issue with the Microsoft Dynamics Lifecycle Services (LCS) preventing users from signing in. Microsoft engineers restarted the impacted LCS servers, restoring service on Tuesday, July 5, 2016 at 11:24 AM UTC.
