After investigation, it was discovered that the SQL license for SQL Server Integration Services (SSIS) had expired, affecting the data import/export framework (DIXF). Microsoft engineers updated the SQL licenses, restoring functionality on Tuesday, July 19, 2016, at 6:35 PM UTC.
